There were some instances where I felt na I where I felt that there was the hand of God directing me. Like when we were about to graduate, I had uh chicken pox. And uh that was the time when I was also awaiting results from the seminary that I uh applied for.

When I had that fever at the time in nilalagnataho, and then I was alone in the house. I missed all the fun that my classmates were having. Kasi patabus na yung school year, exams, just waiting for the graduation. And then suddenly the telegram came. And the telegram told me, oh, I passed the initial exams. And right then and there, the fever left. I mean, I I felt and pinag pawisa. Yes, yes. And so that was it. I took it as a sign that I was not the right track. I have seen uh certain uh instances where a somebody who kneels down and receives communion on the tongue is turned away. And it's very painful to see that because we know that the person is sincere and he or she wouldn't have done that if he or she had not recognized the real presence. And if you turn that person away, it's like saying your faith is wrong. You don't rightly uh revere or adore the Lord Blessed Sacrament. So alulang naman gase one of the reasons why uh some people turn away is out of out of convenience. Lang asiparang natata galan kan kasi mei luluho dun sakamupalang ibi biga yung uh host, yung blessed host. Of course, but uh we are the ones tayo or coming mga pari and for a time we thought na wala, itun natalaga. It's climbing change, it's uh it's a natural disaster, so we just have to bear it. Nung lumabasya, natumutok na merom palam mga projects yan na uh hindi ginawa or a substandard, then we feel uh betrayed. Not only that, because all along, if you observe projects being implemented from a layman's point of view, layman meaning indica engineer, dimo alam. Correct bagay na yan, pare kalang, pero being a layman in that regard, eparang sabimo, hindi yata da pa jahan, parak singualang epektu yan. Alam parang yu hab that inkling, pero nika makabag salita, kasi idi ka na experto at yun wala k ng ka alam alam jan. But now you realize tama palatalaga. Some of these projects are misplaced and walang walang malila. Bishop. My body, my choice. That's correct, actually. Your body, your choice. But don't consider that human being growing in your body as your body. It's no longer your body. Because genetically, that has been proven to be not your body. And that's a different human life that is growing. Now, you also have to to to to qualify your body, your choice. The word choice. Are you mature enough to make that choice? In the name of God, the Son, and of the Holy Spirit. Amen. But our Father, we ask the Holy Spirit to send us enlightenment and um an open heart may convey the message that comes from the gospel. Yes, that comes from your will. We ask this in the name of Jesus the Lord. Amen.

So excited up. Reverend lance uh was my uh former student sa seminaris. He was uh a college student uh mga terminology na yon, yung young discipleship discipleship stage, and then uh he he studied philosophy so uh na gigin professor for some time. So nagin teacher kataraga I taught in the seminary until until now ka se nagtu turupa na seminar. Ah nice ngito sa sa kamalolo Baka teaching. Teaching, I think, is part of the the work or the functions of a priest because a priest is also a teacher. He teaches the faith. I thought na philosophy as as have always been said, I Anchilia Theology, meaning it's uh introductory to theology. So that if you have the proper philosophy, you'd also have a proper theology. So I kept on uh that work, doing that work because I felt I felt that uh it is part of the the ministry of a priest.

I did not study the Bible in an in a more intensive manner. Uh kasi nang idina matalaga yun ang field. Pero being a priest, we study the Bible, of course. Of course, ituna man a part nan ministry nan pakapare, part di nang aik pagi cristiano, that we are we should be familiar with the word of God. Sebu ano katalaga.

I think it start it started with the family because my family, especially my grandparents, were devout Catholics. Uh, to you must natawagna Catholicos, militant na Catholic, who were very proud of their being Catholic and who would uh respond to any uh attacks against uh the church, you know? And that's nice. Talagang nanin indigan. And then um I studied in University of San José Ricoletos under the Agustinian Recollects, and there uh it nurtured my vocation. Like I say, there was a curriculum, uh I mean school, where instead of merely giving us teaching us doctrines of the church, we had Bible sharing uh it in a classroom setting. So somehow it uh ignited in me the thirst for more. But it was never anything formal. Although we had retreats uh and recollections in the school. But uh nothing nothing special that I went through in order to discern my vocation. Although there were some instances where I felt uh I where I felt that there was the hand of God directing me. And nung pak papari mo akilagain in our inordained um bishop. 1994.

1994. Uh Cebu. Sasebu. Sasanto Nino Bay. No, Sabasa. At that time the cathedral was being renovated, so there were 19 of us uh for the archdiocese of Cebu. We were ordained in Guadalupe Church.

None in particular, actually. But uh my family, uh usually led by my mother, would pray the rosary uh together as a family. We prefer the English badly matapos. Yes, yes, of course. It was requested to uh to do it. Yeah. Yeah, yeah, yeah.

Uh uh bishop, my ilan town can a ging paring. She was 21 years. 21 years. Uh uh.

Of course, uh Ministry Kunon, I was with uh Cardinal Vidal, I was secretary to the bishop. But uh knowing full well the burden that a bishop carries, it's not it's out of your father nantegada cathedral, like, close father na kikita win visit.

Yungsa we talked about the shrine. Oh, shrine, yeah, yeah.

And he he was very grateful for the organization and all that he hosted it last week, last uh two to three weeks ago. It was successful thanks also to uh Father Nante and uh the priests who organized and coordinated uh the the event here about 700 more than 700 delegates. There are four national shrines. Okay. And uh I'm not sure now how many there are diocesan shrines. I think a total of twelve. I may be wrong, but I still have to count.

Uhong cathedral current time. It's a basilica. Basilica. There are two basilicas. I think ten diocesan shrines.

Uh yung mga na di lito. Pakti nagbang basilica anubapinakayba shrine ko?

Well, uh a basilica has demanded from the Holy See. Uh yung national shrine or diocesan shrine, dito lang yan, we just uh designate it as a special place uh of devotion for a particular saint or a or a title of the Lord. So uh May mandate talag basilica from the Vatican. Indulgence. Yes, but it's not perpetual now. Every time you go to a basilica, you get indulgence. It's it's it's a bit uh of a burden and uh trepidation. You instantly say yes, but we were given a chance to pray over it, to think over it. But uh for me naman, it's it it was part of the vocation. You say yes initially uh for me whatever the Lord gives in relation to that vocation, it's part of the call.

Yeah, a lot of questions that you ask, but in the end you just have to say yes and entrust yourself to God's will. Yeah, uh bishop from Cebu Tu. Not really, because I do. Um I was with Cardinal Vidal, my archbishop then, who was Tagalog, who was from Marinduque, and uh uh the the sisters that uh that uh uh assist him in the residence were from either Lucena or Kezon. So they were Tagalog. So I I was with him for about 14 years. And he is uh uh foreign to me.

Yeah. Kase my makal a loose struggle sa nin tagalog. Mas madaling vish.

It's still a struggle. It always will be a struggle, but it's surmountable na man.

And bishop, uh actually me na pa no da ko homey. Alam kuparan juring kasaxag pandemic to nabi msay sa n home li bayun, or I don't know kon conference, nasabi mo na hindi da patang communion na naka lood sa de la. So ano ping da hila nyo dito.

Ga meeting ang pakakataang ito, lay minister, mga kapari and ka pakag maita o na luluhod atapanaho ngayon epwidin na man na mag request na sadila ilala gai. Wakpun yung itataquila, ya ng tawang yang lumhodyan kini lala nya na yan ikatawang du goni cristo nanang atin mahala nun na papa tini yo stay na jan a dumadal lao stam paroquia na mimi sashina at papa communion kanitino at communion on the tongue mini biganya dina pinapatayo dina pinapalis. No, na ypa bakitila gilaga one kate tinikilala nila naito aikatawana to go ni cristo. Na sahara ngios angios kung ayon yung lumuhood for one reason or another na lang yung kulang ng rispeto. Yes, uh yun yung uh during the uh homily during a mas for the lay ministers. I have seen uh certain uh instances where a somebody who kneels down and receives communion on the tongue is turned away. And if you could only see the reality of what is being uh sacramentalized in the host in the blessed host, you wouldn't just kneel but really fall prostrate. Amen. Uh that's why I I told the uh lay ministers gathered at that time. Nah Wagnaman, don't turn them away. It is consistent with what we teach concerning the Israelist.

Oh, uh, z dipapaganung instances, bishop. Anun bainda pat kunyare nire kunyare hogso ba nil tas baitang, nere jekaho, aninda pat kunga wen bishop.

Well, uh it don't create scandal. If uh for me, if you are told to uh just stand up and receive it, uh don't insist on it. Just stand up and receive it with all reverence, no? But um I think the instruction should be given not to people but to the minister of the Eucharist. Don't turn them away. Well the the norm uh as it has been practiced now is in a man, there's a practical purpose to it. We have thousands of people uh receiving communion. If we have that kind of uh practice, it it might take some time, especially that there's another mass uh. So it's more of practical. But it in any case, that being said, ng practical, it should not detract from the reverence that we give to the to the Holy Eucharist. Uh whether you are standing or kneeling, it's really the heart that matters. Right, right. And so I mean, due to practical reasons we have to stand and and receive at this yung telagang gustong lung big gesture of reverence, don't turn away.

Thank you for that, Bishop. Panupon kaappek to say yung sebuan rut sa gig secretari ni cardinal binal, saying yung style sa pa ging pastol dita sa m aloles po.

I learned a lot from the cardinal, of course, no uh yung kan yang compassion, yung understanding, but at the same time yung anurin, yung kan yang systematization sa pastoral plans and pastoral activities. So anjun uh palagi yung annual na pastoral assembly where all of us, uh not all of us, uh, but uh a good representation of the of the uh diocese would come together and uh plan what to propose and what to to implement as a pastoral program for the for the coming uh pastoral year. It's a it's a very systematic thing and um we we had a pastoral thrust which will be uh followed by all the parishes and even also by the religious communities within the diocese and as well as the the lay movements. And the there are uh flagship programs, major programs that are to be implemented at the parish level. So we focus on this and uh it's it's uh all coming out within uh a bigger uh pastoral plan that could have the duration of uh two to three years. So Merun Sheng uh my annual, but the annual is within the context of a bigger pastoral plan so that we could all be on the same page when we move to implement pastoral programs.

And sa yung doctorate, bishop in philosophy mulasa room. So oning pinakamalalim na inside to human suffering, na gina gamit news, paratulung mangabulakenyo, nana harapsaira pan at natural disasters.

That of trust in God, a trust or a faith that does not only accept what God has, that does not only that does not remain passive to what is happening, right. Uh especially uh to those who have uh been the victim of calamities, but also uh to look for roots for causes and to solve problems at the level of causes, root cause. Hindi democracy, uh we just have bandage solutions to whatever might be happening, no. Of course, uh superficial solutions can be helpful in the short term, but you will also have to look for the real reasons why these things are happening. And there that's when you focus your uh efforts towards rooting out certain root causes which may in the end be attitudinal. Is the way we do things. Right, right. As a matter of attitude or habits that we have developed along the way.

Bishop sa recent call nyo po for sweep trials of flood control, corruption, sa bulakain. Baki putat maksalitama bishop ngko sa gubierno sama government issue.

Well, it's not about uh the church calling to account the government, it's the church raising awareness about what's happening and how each and every individual can contribute to the solution. Casi if um if if you call you simply call out one group, it might look like we are entitled, Yung Sinbahan, right, entitled to criticize simply to criticize one group and calling them to account when in fact the whole uh system uh uh involves everybody. Right. So it's more of uh uh conscientizing each and every individual. And when members of particular groups are conscientized, we have the hope that uh systems and institutions will also uh reform themselves. Because uh the the the role of the church has always always been to raise consciousness about uh God's providence that's a given, but at the same time, how responsible are we in managing the providence, the providence or or the gifts that God's providence has given us. Yeah, it's uh dismay, dismay na la luna d'ulakan because you experience it uh firsthand. For a time we thought na well, itunatalaga it's change, it's uh it's a natural disaster, so we just have to bear it. Nung lumabasya na tumutok na meron pala mga projects yan na uh hindi ginawa or a substandard, then we feel uh betrayed. Not only that, because all along if you observe projects being implemented from a layman's point of view, layman meaning engineer, ndi mo alam mga bagay na yan, para ikalang pero being a layman in that regard, hindi yata dapa ja han parak saying parang dualang epektu yan. Alam parang you have that inkling, pero nika maka bag salita, kasi idi ka na experto at yun wala k namang ka alam alam jan. But now you realize tama palatalaga some of these projects are misplaced and walang wa lang malina w na plano, indi ba shak comprehensive kaya ng daming terang nsahayang. Mm-hm saya. And then in the end, some of these projects actually exacerbated the situation, made the floods worse because in instead of preventing the water from flowing in, it allowed the water to flow in but prevents prevents it from uh draining right away.

Right. Oh, itang ko pa bishop na yung isasa emboldenis dating sakristan yi.

It takes anybody na magase. If you play the blame game, say lata mandayo pakasalan. But we root out from the system these uh practices so that we can finally benefit. After all, it's always a blessing na merung na I mean anything, no matter how negative, can always be considered a blessing. I consider it a blessing that this has erupted so that people can become more aware and it can be uh uh a first step towards uh greater integrity in in service in whatever uh level of society you are in. Anger na man is useful as long as it is channeled correctly. It is channeled towards correct action or right action. Kasi kabag anger lang at uh, or uh we just play the blame game with sitting down and thinking the matter through and implementing uh proper measures to correct the systemic uh corruption. Anger is useful, but it should prod us into doing something positive.

And Bishop Bilang chairpoon CBCP, Office of the Protection of Minors, anoan pi naka mahira mnga challenge, sa pagtu goon sa abuse cases ng sinasabi sakan lupo.

I think the greater challenge is to bring everybody on board. Na hindi basasabina is only a concern of a few individuals at magawa anyan, um katiwali yanayan. But I think protection of children and vulnerable adults should be a a concern of everybody and it's interconnected. Correct. Since children and vulnerable adults, they live in a community, and you're supposed to create a safe community for them, then all the members of that community should be on board and know what to do, how to protect children, how to be sensitive to their needs and uh to their dynamics, so that uh their innocence can be can be protected.

Uh familiar case uh Apstein files Bishop. Yes, yes. Oh, another action mudito cause uh is speaking of abuses of minors, eh?

Yeah, it's unfortunate. No, no. Uh very powerful people are involved. Uh. And that this has been going on for some time, and yeah. Uh the the cover-up has been so massive that uh there seems to be no end to uh the the depravity of what is being uncovered, no. But that's only one uh one instance, no? No matter how widespread the network is, that's only one instance. I mean we we we have to think in a global uh manner so that uh we are able to uh to create a real space, sorry, a real safe community for for children and vulnerable adults. And I think it should start with replanting the faith in the hearts of little children. The Lord's words should re-echo even more strongly when he says, Let the little children come to me. Do not hinder them. Right. So that teaching the little children about the faith and how this faith is lived in a way in a manner that is integral, it actually empowers them to resist all kinds of uh shenanigans coming from adults.

And Bishop Sao sa pin ng absolute divorce bill. Nama init parin hangang nayon, bakit po talagantino to tulantu ng simbaha.

Well, in the first place it's uh against the teachings of the church, it is against the teachings of uh the Lord, and it's the the scriptures has been very clear about it. So the Lord is very has been adamant about it that uh the original state of man has been that of the creation of humanity as man and woman, and that the plan of God is that man cleaves to his wife and that they become uh one flesh in order to raise and nurture families. So that has to be always been the original plan of God, and any form of intervention that will uh derail that plan or separate the relationship, break the relationship between man and wife is bound to create even more problems for us, both sociologically and in terms of the advancement of human civilization.

Um detail a solution on divorce uh abuses, yeah, because uh abuses, of course, uh you can have abuses anywhere, but uh the institution actually, the institution of marriage is there to safeguard from abuses. It protects man, wife, and uh children. That's the that's what that's what marriage is all about. There can be abuses, but uh in order to correct the abuses, you cannot denigrate the institution that is supposed to protect the family. You can correct abuses by allowing, for example, uh separation for some time, uh so that there could be time for the process to think things over and cool down, and if uh advice could be given and all that. So these are these are ways by which uh abusive relationships could be corrected. Otherwise, if such an abusive relationship can be traced back to the original defect in the will and mindset of those contracting uh matrimony, then you could always go back to the idea that there was no marriage from the very beginning. And this is the declaration of nullity, no? Yeah, yeah. That uh in the end, and I'll meant this uh this uh abusive relationship has been spawned by an by a defect right from the very beginning. That one or both of them really did not have the psychological capacity to enter into a uh an indissoluble relationship. And then that's uh that's that's why that's one of the reasons why we could uh declare that indeed there was no marriage from the very beginning.

In Bulakan, you have quarrying.

You quarry the rivers and uh hills in order to use the the the material for reclamation, no? So that's very harmful to the environment. It destroys our rivers, it destroys our hills and mountains, especially the uh Sheramadre, no? The Sheramadre has been proven to be a buffer against typhoon. Um because if you if you start by having no conviction at all, there's no use uh to enter into uh some form of dialogue because after all, y you are not holding on to any conviction. But yet having a conviction doesn't mean that you have to be disrespectful or that you have to be strategic always in overturning the convictions of others. You can both hold a conviction and yet also be open entirely to the truth that might come out from the people whom you are dialoguing with. Because truth, after all, is not an a monopoly of any one individual or any of any one group. Uh truth can be attained at several levels. Idi ban lang sa tokol sa uh sa sapalana palataya. But at any level, one can attain truth and one and and both interlocutors, the persons in dialogue, can come up with an agreement. Well, not necessarily according to their uh to the to their faith beliefs, to their firm convictions, but in terms of recognizing each other's humanity in the first place. Not so much uh the idea of debating, like debate k se is different from dialogue, no? So yung debate yun yung kalagang gagapi inbuyung kalaga limo, no kase, your interest is to uh to win. To win over somebody. Whereas in dialogue, you are searching for for truth. And there's a wheel of a difference between the two.
